Garment Production Lead Times: From Tech Pack to Shipment
What drives garment production lead time, stage by stage from tech pack to shipment, and how to plan a realistic critical path for your woven program.
The short answer
For a woven program, plan on roughly 12 to 20 weeks end to end, measured from the day your samples and prices are approved to the day goods leave the factory. That band assumes you have given final sign-off and the factory has a confirmed booking slot. It does not include ocean transit, which adds several more weeks depending on lane.
The single biggest variable inside that window is fabric. On most woven programs, fabric and trims are the long pole. Cutting, sewing, and finishing are fast and predictable by comparison; a line that runs thousands of pieces a day will not save you if the mill has not delivered. So when you map a critical path, anchor everything to the fabric date and work backward — and hand it to a named partner who books that fabric the day you confirm, not weeks later. The stage-by-stage critical path
Here is a typical woven order, stage by stage. The ranges are industry norms for a standard program, not a quote. Your actual dates depend on the mill, the season, and how fast approvals come back.

A few things to read out of that table.
Stages overlap; they do not simply add up. Trims get booked while the fit sample is being made. QC runs inside the sewing window, not after it. That overlap is why a program lands in 12 to 20 weeks rather than the sum of every line. A floor that plans well runs these tracks in parallel.
The PP sample is the gate. The pre-production sample is the last checkpoint before bulk. It proves the approved fabric, the correct trims, and the right construction all come together at production scale. Approve it quickly and bulk starts on schedule. Sit on it for two weeks and you have moved your ship date by two weeks, full stop.
Fabric in-house is where most slippage happens. Bulk cannot start until the mill has delivered and the fabric has passed inspection on arrival. If it arrives late, or arrives off-shade or off-weight and has to go back, the whole back half of the schedule slides. This is the stage to watch hardest — and a tier-1 floor running for the big brands has the mill relationships and discipline to catch problems on arrival.

What lengthens a timeline
Most blown schedules trace back to one of these:
- Custom fabric or dyeing. A stock-supported fabric in a standard colour can ship from the mill quickly. A custom construction, a lab-dipped shade, or a special finish means lab dips, strike-offs, and a longer mill queue. This is the most common reason a program runs to the top of the range or past it.
- Complex trims. Custom hardware, branded buttons, woven labels with long mill lead times, special zippers. Trims are small and easy to forget, then they hold the whole order because one component is three weeks out.
- Multiple fit rounds. Each additional fit cycle is effectively another sampling lead time. Two clean rounds is normal; five rounds of back-and-forth can quietly add a month.
- Peak season. Mills and factories fill capacity ahead of major retail windows. Book into a peak slot late and you wait behind everyone who booked early. Same factory, same fabric, longer queue.
- Compliance retests. If a fabric or trim fails a required test, you retest, and a retest is days to weeks depending on the lab and the failure.
What shortens it
The same levers, pulled the other way:
- Stock or mill-supported fabrics. Choosing fabric the mill already runs removes the longest pole from the critical path. This is the highest-leverage decision a buyer can make on timing.
- Repeat styles. A style already in production has approved fabric, locked trims, and a proven PP sample. Reorders skip most of the front end and move fast.
- Early fabric booking. Booking fabric and trims the moment the order is confirmed, rather than waiting for fit sign-off, is the difference between a fabric date that leads the schedule and one that holds it up. It is the one thing a partner on the ground does that a desk a week behind cannot.
- Decisive approvals. Fast, clear sign-off on samples is the cheapest time you will ever save. It costs nothing and it directly shortens the calendar.
- A clean, complete tech pack. A pack with full measurements, a complete BOM, and clear construction notes cuts the back-and-forth at every later stage.
Sea versus air
Production lead time and transit time are two separate clocks, and people conflate them constantly.
Sea freight is the default for bulk apparel: economical, and the right call when you have planned ahead. Transit runs a few weeks and varies by lane, with longer routes to North America and Australia than to nearer European ports. Port congestion and customs can add to it. The point is that sea adds weeks on top of your factory date, and those weeks belong in the plan from day one.
Air freight collapses transit to days, but it is expensive and only makes sense for genuinely time-critical goods or to recover a slipped launch. Air is a rescue tool, not a plan.
Here is the decision that actually moves your delivery date: choosing sea versus air, and booking the slot, early. A factory can shave a few days off production with good planning. It cannot give you back the four weeks you lose by deciding on freight late, or by leaving the booking until goods are already packed. Early decisions on the front of the schedule and the back of it beat squeezing the middle.

Start from your in-store or launch date and count backward: transit first, then packing and QC, then production, then the fabric date, then sampling and approvals.
